Background
Khatuv Singh Chauhan was born on 3 May 1955 in Srinagar to Sukhwinder Singh Chauhan and Surjya Chauhan. He belongs to the Sikh faith and is the second in the current line of Sukhwinder Chauhan.
Chauhan is a Sikh priest. Chauhan attended Kapaleshwar Mandir School, Jalandhar and in 1972 he joined Presidency College on the invitation of President Atal Bihari Vajpayee. It was in 1972 when the Indian government invited Rajiv Gandhi and Salim Singh Ahluwalia to give a series of interviews. Chauhan was a member of the parliament of India since 1989 and was elected as an MLA twice in Punjab. Chauhan was also the president of the Majhizada Sabha from 2012 and was also the president of the Punjabi Sikhi Sabha, the fourth highest Sikh body in the Indian Parliament.
In July 2018, he was assaulted by Khatu Bhai from his constituency (Muzaffarnagar) and fled the constituency following which he was severely beaten in the Gurdwara at Deesa Chowk. Later in the same month, he was taken to Jalandhar Central Jail for absconding against the law. A case was registered at Deesa Chowk police station against the accused and Chauhan was detained. On 14 August, the police lodged an FIR and arrested him from nearby town. A case was registered against Bhai and his accomplices who attacked and beat Chauhan and tried to carry away the injured priest towards Delhi. The police arrested Bhai and he was sent to jail for 14 weeks.
On 15 August 2018, when police reached Chauhan's residence, he took shelter from Bhai. Police took Chauhan to Jalandhar Central Jail where he was beaten several times for fleeing and for absconding.
On 9 September 2018, police arrested Bhai at one of the several properties he had acquired.

Chauhan filed a complaint on 8 November and on 27 November he filed a writ petition at Punjab and Haryana High Court.
